Bug: CIDs with a block size greater than 1 MiB but less than 2 MiB cannot be imported as CAR archive

CIDs with a block size greater than 1 MiB but less than 2 MiB cannot be imported as CARs.
However, block sizes up to 2 MiB are permitted.
