.github/workflows/q.md had three near-identical conditional blocks — one each for issue, PR, and discussion parent context. Each block repeated the same instruction: retrieve the full item details, consider the context, use it to inform the analysis. Only the label differed.

This PR collapses all three into a single {{#if ...}} block using the combined condition.

Also fixed Phase 4: two list items were numbered 1., and the compile instruction was unnecessarily wrapped in a code fence. Both are now clean numbered prose.
