SVG <use> tags are incorrectly sized #1779

Describe the bug
When saving a page that contains a <use> tag in a SVG image, the resulting page looks different from the original. The SVG image can be much larger, and be missing CSS styling.

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://pending.design/stories-of-making/
  2. Save the page with SingleFile
  3. Open the saved page: the hourglass icon in the header is now huge, and blue instead of white. (also, the created/modified icons next to the article's date are no longer hidden; and the hourglass icon is somehow visible there as well, even though it's not, in the original page)

Additional context
Seems reproducible with the default SingleFile settings.
