TOC only pins to the top #90
Description
If you've got a full length header and you want to put the TOC below that, it's pinned where it is and doesn't scroll to the top of the page as the user scrolls down.

(Ignore for a moment the fact that the tocify div is too wide, that's another story)
Notice that as you scroll down, the TOC is pinned to the middle of the page, not the top.
