Need a 3.11.1 release

IMO #1973 is a feature, so the next version would be 3.12.0 since that's merged.

I don't know if anyone has a plan for a new feature release yet. Pinging @getsops/maintainers about that.

In any case, #1963 and #1997 should get merged first before any new release is done. And then there are some other feature PRs that need reviews, and might also be a good fit for 3.12.0.
