GEL DRS upload proposal #417
Description
At Genomics England we have a specific use case where we want partners to be able to negotiate a mutually convenient storage service for files that will be made available over DRS. We have implemented a candidate extension to DRS to support this, in addition to some corresponding delete operations. This has been developed and refined based on the DRS Write proposal described in issue #416 . The approaches are quite different so rather than try to add our proposed changes on top of that proposal we will submit a separate PR including our changes, for review and discussion with the community.
