Quick Dial to Mobile when Mobile is not defined.

Quick Dial Mobile option should be disabled if Mobile is not defined in Settings Page.

there was something problematic due to which I enabled mobile in any case.
May be because of switching from app etc frontend couldn't detect mobile
properly so I left it open. Don't fix it, it will cause more issues
