Tracking issue for first release of the modernized minpack v2.0.0.

@jacobwilliams @certik Is there anything we would need before creating this release? If not please feel free to go ahead and tag a new version. There is a release guide for fpm (https://github.com/fortran-lang/fpm/wiki/Release-Process) as reference, not all steps apply to minpack, of course.

Yes, here is a TODO:

• Document in README how to build minpack, how to test it, and some example usage
• Document what compiilers are supported, etc.
• We should ask people to test minpack, run tests, make sure it works. Report bugs.

I'll update the documentation. Maybe we can create a release candidate and announce it on the discourse before creating the proper release.

I created a release candidate for testing https://github.com/fortran-lang/minpack/releases/tag/v2.0.0-rc.1. We probably need to automate the artifact generation a bit more.
