Create a portable debugger scene fixture representing WARP-TTD Launchpad replay facts through Bijou IR.

Scope

• Current tick display.
• Latest witness summary.
• Scrollable tick history/list region.
• Basic controls as commands/intents, not embedded debugger authority.

Acceptance criteria

• Fixture lowers to ui-scene-ir deterministically.
• Terminal and browser renderers can consume the same scene contract.
• Fixture remains generic debugger/product IR, not Launchpad-only renderer code.
