Updates have stopped

I pushed an updated this morning and ran into the error described here. I went ahead with the advice they suggested and downgraded my image-automation-controller to v0.14.1 and increased my git timeout. This managed to squash the error but Flex was still not updating my manifests. Finally I ran the boostrap command again and now I'm getting the following log errors:

I believe I've resolved the issue. I updated my ImagePolicy semver range from ~3.0.0 to >=3.0.0 so that I could go up to the next major version (from v3 to v4). This seems to have solved the problem for now. What I don't understand is why all of the repositories were getting the same error instead of just the one with the semver out of range.
