[DOC] RELEASE.md is out of date, and does not reflect current process

Hi, I'm a member of the CNCF TOC.

During the due dilligence review to move to incubation (cncf/toc#1317), we noticed that the https://github.com/fluid-cloudnative/fluid/blob/master/RELEASE.md file in the root folder is just the generic process, and the full process is actually in the operations folder (https://github.com/fluid-cloudnative/community/blob/master/operations/release.md).

Please update the RELEASE.md file to link to the actual release process.

We've just updated the root RELEASE.md to:

• Remove generic template content
• Add direct link to canonical release doc:
  https://github.com/fluid-cloudnative/community/blob/master/operations/release.md

This should resolve the documentation issue. Please let me know if you need anything else before moving to public comment.
