add input plugin equivalent to fluentd_output_status_num_errors

We recently had a minor log outage due to an improperly configured input plugin. There were plenty of logs about the issue, but we have found no metrics that could have surfaced the issue. 

Is there a fluentd_input_status_num_errors or equivalent that we are missing or is this a valid feature request?
