Include docker in the base image

Somewhat related to #124, except for docker. Having to manually install docker is less than ideal, especially now that `dnf` is no longer available and you have to fetch static binaries directly from upstream and remember to update the version once in a while. Case in point: README references docker 26.0.0, while the latest version is already 28.3.2.
