Update pyproject.toml for library releases (#80)

Summary:
Pull Request resolved: #80

Making updates to pyproject.toml to unblock deployments to PyPI
1. Rename from "privacy-guard" which is taken to "PrivacyGuard"

2. Change classifier from private to "Development Status :: 4 - Beta",
