missing file requirements-notorch.txt

part of install_env.sh refers to a file "requirements-notorch.txt" the pip install can't find this file.

Please let me know how to get this file.

The requirements-no-torch.txt needs to be manually created. You need to use the ci_requirements.txt and erase the torch based dependecies:
requirements-notorch.txt
