Activate rpc-state-istanbul CI Job #1748
Description
What is wrong?
While adding Python 3.8 support in #1679 I noticed that we do not run rpc state tests against istanbul. I wanted to fix that right away in that PR but it looks like the tests do not pass 😭 which is why I'm creating this issue instead.
How can it be fixed
