Backport benchmark changes from `devnets/bal/3` to the latest `devnet/main` branch.

During interop, we targeted `devnets/bal/3` for benchmarking and added new tests and refactors there. However, the latest devnet is `devnets/bal/7`, so we need to backport those commits to the newer devnets, or, going forward, backport them to the main branch in the future.
