[sh2lib]: signal GOAWAY frames to application (IEC-365) #559

Describe the solution you'd like.
It would be helpful if sh2lib forwarded GOAWAY events or set an error flag. Without this, an sh2lib connection silently stops being able to send requests while current request/response pairs keep working.
