firebase Messaging service bug

hello im testing the rainmaker android app notification system and i noticed that the firebase Messaging service "onMessageReceived" method doesn't always Receive messages
so i test with two android devices at the same to check if the server sending the notifications and i noticed that sometimes one device receive the   message but the other device didn't received and the reverse i correct.
