Add a `deny and tell model to do else` option

Problem
Now tool calling request offer accept and deny. Deny do not allow user to tell model more such as what to do next/

Proposed change
a new option or modify existing deny option

Scope check

• This belongs in core reasonix (not better as a separate npm package)
• I've read CLAUDE.md and CONTRIBUTING.md
