Clipboard commands

I am a Linux user, and I always use the key combinations Ctrl+Ins, Shift+Ins, Shift+Del to perform clipboard operations in text editors. Why the functions is_cut_command, is_copy_command, is_paste_command contain the clause cfg!(target_os = "windows"), making such key combinations available only for the Windows target? I want this clause to be removed, to make such key combinations available on every platform.
