Why docker?

This issue might suffer from my incomplete knowledge of Docker and Elixir - if Heroku has a build pack for Phoenix, then why include virtualbox and Docker installation in Installfest?

In Install Elixir and Phoenix, as part of the Docker installation, the textbook says "we’ll be building against the google cloud engine." What does that mean? I don't see references to using GCE anywhere later on.

We were using this to deploy mix apps not Phoenix apps. Also the google cloud documentation needs to be updated. We are not using that anymore. Thank you for pointing this out! We will update the docs :)
