Relay Purpose

Purpose statement

Relay exists to package repeatable automation behavior so repository templates can compose stable actions instead of copying workflow implementation.

Need

duplicated workflows drift in permissions, dependencies, security posture, output contracts, and maintenance burden.

Enduring value

Scope boundaries
