[Import & Export] Export User Devices

As an administrator, I want to export user device information for auditing and managing the fleet of field devices.

Steps to reproduce

1. Log in as an administrator.
2. Click on the Export left navigation menu.
3. Click on the User Devices tab.
4. Click the Download button.

Acceptance Criteria
✓ The user can navigate to the Export page.
✓ The User Devices tab shows a description of the data to be exported.
✓ The Download button is disabled while an export is in progress.
✓ Clicking Download initiates the download of the user devices file.
