ebay-tourtip: Recompute tooltip position on page resize

I verified there's no existing issue for this bug.

Current behavior

When a response layout is changed, the does not recompute its position.

Expected behavior

When a responsive layout is changed, the should listen for window resize.

Issue is occurring on web.

Steps to reproduce

1. Sign in on staging as meshlist_dsa, password is password
2. Go to qa.ebay.com/sh/lst/active
3. Make the page small so nav bar is web mobile version. Collapse and uncollapse navbar. Notice the positioning of the tooltip
