Easy improvement: Version History timestamp tooltip

Issue
I discovered an issue that arose 2 days (40 versions ago), but without a time/date can not easily navigate to the chat section which caused the problem.
The right hand of "Version History" page currently only shows "X Days Ago"

Solution
Would be great if a mouseover tooltip revealed the exact HH:MM + DD/MM/YY on Version History

Also, would be nice to ask e.g. "What changes have been made since Version 1089?" or "What changes were made in Version 1090?"
