Add more comments in targets pipeline

• Decrease number of workers if memory limit is hit. E.g., the 250 GB limit on DST.
• [Right?] Folders with all register names are created before the files are converted which can result in empty register folders if the pipeline errors.
• Use reporter = "timestamp" in tar_make()
