Same as issue #10096, and should be fixed in #10136 . But the commit get stripped in current .NET 10.0.
Reproduction Steps
Create a simple wpf application with fluent UI theme, and it doesn't work well on Windows 10, just like #1009
Expected behavior
UI should work like #10096
Actual behavior
UI doesn't work like #10096
Regression?
Yes, the commit have been merged to .NET 9.0 but is missing in .NET 10.0.
Known Workarounds
Apply #10136 in .NET 10.0
