Fix misleading contine in do-while loop in ceeload

This is a followup from #47420 (unmerged):

based on the comments looks like this some leftover legacy loop, ideally we should rethink the full code instead of just continue -> break change. Assume your change was mostly for code readability?

Yeah, pretty much. It was flagged by Corverity as code that people will likely read and interpret incorrectly.
