improve test coverage for changes configured via Azure portal

There are changes Helix depends on that are not code - like configuration, storage accounts, identities etc.
It would be good to have some coverage for production & staging to verify programmatically correctness of objects Helix depends on.

yes but that can possibly span beyond machines and it should cover services as well IMHO. We may split that and track it separately.
