Sovereign rollup mode block order #39
Description
After adding multiple workers, the sovereign rollup mode no longer enforces block ordering when settling proofs.
For example, if the current head of the chain is block 2 and the proof for block 3 is not ready yet, but the proof for block 4 is ready, the system will settle block 4 and advance the chain, skipping block 3.
This breaks the expected sequential settlement of blocks.
