Setup basic GHAs and linting configurations

Description

Setup basic linter actions and add in linting configurations for VSCode IDE. This issue aims to standardize the code across all commits.

Goals

• Linters setup using GHA
• Add in configuration files for VSCode

Expected Outcome

[Describe in detail what the final product or result should look like and how it should behave.]

Acceptance Criteria

• Linter fails when code is not formatted properly or type script checks fail.

Implementation Details

GHAs marketplace can be used to search for existing actions. Nothing fancy needs to be done for now.
