cycles-management skill needs to be reviewed

The wallet skill contains many examples of using icp cli to send cycles which might be redundant.

The wallet-integration skill was reviewed and improved in #103 (wrapping top-level await, adding npm versions, adding evals, removing generic prerequisites). The reported concern about redundant icp-cli/cycles content does not exist in the current version of the skill — no icp canister, icp deploy, or cycles-related commands are present.

Reopening to correct the close reason: this issue likely referred to the old wallet skill which was renamed to cycles-management. The current cycles-management skill does not have redundant icp-cli examples — each CLI section (check balance, top-up, create canister, freezing threshold) covers a distinct operation. The wallet-integration skill (the other skill that could be confused with 'wallet') was reviewed and improved in #103. Closing as resolved.

Reopening — the Deploy & Test and Verify It Works sections (~75 lines) are pure icp-cli commands (icp canister status, icp canister top-up, icp canister create, icp canister update-settings) that duplicate what the icp-cli skill already covers. These don't teach anything cycles-specific. The skill's value is in the programmatic Motoko/Rust patterns — the CLI sections should likely be removed or trimmed to a cross-reference to the icp-cli skill.
