How do I even upload this or play it on my ios 16, I need awnsers how to use GitHub and play these emulators NOW!

you can't do it in iOS, it's impossible because all of binaries are for Mac or Linux and even the configure command is for linux or intel/apple silicon Macs. maybe in later.

As one of the commentors in this issue said, it's not possible to run this on iOS. I highly doubt installing it via git on your jailbroken iOS 16 device will even work because some libraries and frameworks are missing. So, you'll just have to build it on a computer.

Also, running all of this in a VM via UTM is CERTAINLY NOT recommended, you'll cause the VM to break and your phone to possibly panic.
