Catch all Fails with any image

Whenever an image is included into the email the email always fails to deliver and the sender receives a rejected response from "mailer-demon". The catch all works perfectly when an image or attachment is not included in the email.

The rejection response varies from the following:
"The message could not be delivered."
"Your message is too large to send."
"Mailbox unavailable."

Any solutions to this?

side note: the images attempting to be sent are not more then 1 MB.

There are limits on Workmail attachments. I believe the limit is 25MB. There are also limits on SES. Check your spam settings as well.
