Governing document management

• Governing documents made accessible via website.
• Broken down by sentence and allow the construction large or small edits into bills or micro bills, respectively.
• Allow bills to be discussed online (some kind of quick feedback: thumbs up/down?)
  • Perhaps bills can be started by individuals and then somehow sent to a committee, at which point the original author cannot modify?
  • Only person who can modify a created bill is the person who opened it (perhaps it's required that one other person must be an editor?)
• Integration with Agenda/Chapter meeting feature by allowing the automatic inclusion of E-board accepted bills into the Agenda
