[Bug] Dockerfile not compiling

We have to update the Dockerfile to the 'new' requirement files as we did not notice this earlier it might be good to have a test for this too.

I will try to fix this later. During this fix I will also try to additionally mirror to github's package registry.

Okay i will just commit what i have done so far i just wanted to look into chainer a bit more and try to add some tests.

Feel free to do so. If you want to finish this, I can work on the package registry in a separate PR
