Handle/report keyboard repeat

It should be possible for the observer to distinguish between a key being pressed and the auto-repeat from the keyboard

@davidortinau I was initially thinking about this only from the Apple side of things. There should probably be some property of KeyPressedEventArgs that tells you whether a key was down because of auto-repeat.

However, there's a problem detecting/implementing the keyboard repeat in WinUI... I was expecting that WasKeyDown

But it doesn't... I'm thinking that's quite likely an upstream bug.

Oh, ignore me... seems like it was just some hot reload issue. Worked fine after a rebuild
