BUG: New OHIF 3.10 app doesn't deploy via DABs, a -simd-threaded.wasm file is > 10MB and won't sync w/ DABs.

There is a DABs limit of 10MB for uploading a file. The wasm files were suggested to be compessed by gzip so solve this.

The approach I will explore consists of gzipping the .wasm files.
This will require mapping missing .wasm file requests to .wasm.gz
At run time, the .wasm.gz file is sent down with a gzip encoding.
The benefit is less data is read from storage, less data transmitted to browser, no need to encrypt on the fly either.
