dart:io/network_policy.dart shows up in Flutter docs

While this can be worked around via an exclude (and will be for the release of 0.37.0), for some reason dartdoc thinks that this is a separate library in (at least) version 0.36.2 and higher.  It generates an empty library for this file and a link to it at Flutter's top level if not `--exclude`d.
