Unable to extract addon.xml error

Hi @torunar

I am trying to use addon:build_upgrade command
but I am getting this error, I have checked the file's permission I gave them full permission(if the issue is permission). could it be because I am running this command from wsl ?!!! but I checked package code i couldn't see any think related to this area, please correct me.

I had also installed again the latest version you have and cleared composer cache as well still same results.
Could you please advise
