Description

This PR adds Creative Commons license tracking for GitLab public repositories. Introduces new script gitlab_fetch.py to fetch license data, save structured results into data directory for current quarter.

Technical details

• Added GitLab API Integration for fetching all public repositories with pagination
• Implemented SPDX-based license counting
• Added output CSV with required columns
• Integrating script with existing utilities for logging, path management, and git actions.
• Ensured formatting/linting compliance

Tests

• Run script with --enable-save to generate CSV
• Number of rows matches number of license types.
• Validate formatting or lint checks pass with pre-commit run --all-files
