Value of oxide relative permittivity

In `globals.h` I see the following line:

#define EPSILON_OX     4.3
```

I assume this refers to SiO2 (rather than Si3N4), but then I expected a value closer to 3.9.  Is this adjusted for the CCD operating temperature?
