Why need this Task?

To allow repositories to consume our reusable workflows with pinned versions. This will also increase our scorecard scores.

Task Description

Implement a release process for or infra.

From Sprint Planning:

• This will allow projects using reusable workflows to pin the SHAs rather than @main.

Acceptance Criteria

Ensure that the automation could be triggered both automatically on a schedule time and manually on demand.

@marcusburghardt As part of this release process implementation, I think we should cut a release for org-infra and then pin all dependent repos within ComplyTime to that version (e.g., v1.0.0) to remove the pin to @main. Wdyt?
