Side bar menu has navigation links without /orgslug/ component

Solution for framework:

This is a framework limitation — PortalShell auto-prefixes built-in nav hrefs with /${orgSlug} but does NOT prefix injected menu item hrefs. The injected widgets are static declarations
without access to the runtime orgSlug.

Options to fix properly:

1. Upstream fix in PortalShell to auto-prefix injected hrefs starting with /portal/
2. Eject the portal UI module and patch PortalShell
3. Use UMES component replacement for section:portal:sidebar

For now the hrefs stay as /portal/... with a TODO comment. The backend admin pages are the priority. Want me to pursue one of the proper fixes, or move on?
