Is this interesting project workable now?

I happen to read the paper "Towards a Platform for Smart City-Scale Cognitive Assistance
Applications" r and found the github repos for this project.

But there are a number of projects available and it looks not so straightforward about the relationship between CogStream/ cpop / sandbox-vision / unity-demo-app,

Is the whole project workable now for a demo and is there any guide to set it up?
