Power users unable to unspoil replies on comments

This recording shows that adding and removing spoiler flag on initial top comment in kata discourse can be done but not for replies under it!

Same goes for solution page discourse in this recording !

IMO, both should be allowed as some replies to a comment do not contain spoiler but actually provide useful info / knowledge.

Are those comments that are causing problems from the author of the Kata?
Or maybe the comments got flagged by the author of the comment themselves (I believe the author of a comment has precedence over other users. Would need a confirmation from kazk)
