"No active contributors" flag for abandoned katas

Katas with inactive authors and contributors are quite common. People come to CW, write some katas, but then addiction dries out and they are never here any longer.

I would call such katas abandoned, as they have poor support. In a kata where author and all contributors are inactive, resolving an issue is only possible for a moderator, which has little time to do that... and so these katas become a pile of issues, especially after 500 solutions lock.

I suggest to flag such abandoned katas and provide experienced warriors a list of these (for example, titled "Contributors wanted"), with an option to add self as a contributor if one wishes to. This will allow for much better support of old katas.

The criteria for warrior inactivity could be absence of any activity for a certain period of time. I suggest to make this period variable depending on warrior's level - from a week for 8 kyu to a month for 1 kyu, for example.

Currently there are quite a few Katas which have major issues or pending translation which will never get solved or approved.

The Java translation has a broken or better missing method signature, uses a method name which starts with an uppercase letter and only contains only 3 final tests.
Maybe I'm overreacting a bit and it only requires so little to verify the solutions, but I've seen 7/8 Kyu Katas with way more work put into them...

@jhoffner please take a look to the ackermann it should be editable with your updates when language has less than 500 solutions #123 but even if I have the contributor hability can't edit it. Is it normal?
