Check for updates context menu item should be disabled if updates are disabled by admin

If the updater is disabled in the registry by an admin, the "check for updates" button that appears when right clicking the tray icon should be disabled or removed.

Currently, it's still there but clicking it pops up a window explaining that it's disabled by admin.
