Should --all be the default?

I am wondering how others use garm, for me I rarely use garm-cli runner list for a specific pool/org/..., so usually it's garm-cli runner ls -a all the time for me. Same when doing garm-cli pool list/ls. Therefore I am wondering if the -a/--all option should be the default, instead of showing the help?!

To add a bit more context, the default behavior now is to display all runners/pools. I deprecated the --all flag and will remove it eventually. Setting it or explicitly saying --all=false does nothing.

Runners and pools are still filtered if --org, --repo or --enterprise are set.
